There are times when I wonder if the fact that 'we' have done such a good job of preventing actual violence in schools has left the kids unable to sort out their peer ranking effectively and leads to a more unstable peer group, which in turn leads to more covert bullying.
My memory of high school was you had a few fights at the beginning of the year, won some lost some and then after that things were pretty well set, you knew where you were in the group. Having worked in schools here it seems there's always turmoil.
