I don't know anything about how the process works, but I think one part is that we want to make a good country, so that means stable, happy families, not just looking at the bottom line of how much money they can bring in. Also, many people with relatives overseas send a big chunk of money to support those families, so if the families were here, more of that money would be spent locally.

Grandparents might not be able to work an official job, but they could babysit grandchildren, helping to ease the lack of affordable childcare so that the parents could participate in the workforce more fully. If the grandchild gets sick and must stay home from school, the parent doesn't need to take time off work, because the grandparent is there. Young people with bigger family support systems are probably less likely to get into trouble down the road. While there may not be direct financial benefits, there can certainly be other benefits.

Sure there are some benefits to having them in Canada with the family, but if they can't speak an official language and they're past their contributing age to the workforce, what is the benefit to Canada?

Perhaps the family covers their healthcare costs, etc? Sounds like a big drain on the country to me, but I legitimately don't know much about the process or requirements.
Not dumb at all.
Benefit to Canada? I suppose happy families, my guess.

Those sponsoring parents and grandparents need to prove that they have sufficient fund to provide for them economically (3 previous year’s tax returns), as those being sponsored cannot apply for social assistance. They do get healthcare though.

CIC only accepts 5,000 applications to sponsor pear year, and they fill up fast, within days.
