Not familiar with the road nor BC's rules so I can't speak to them, but my guess would be that new standards were put in place like they were in Alberta, and old limits were grandfathered in. If they were to re-assign Deerfoot its proper limit based on the current standards, it wouldn't be 100. That's part of what makes Stoney SE seem to be signed ridiculously low: it's signed correctly based on the new extremely conservative standards, and to an extent we should be thankful because I'm pretty sure we'd have all gone mini-riot mode if every other thoroughfare in the province was re-assigned its correct speed.
QEII at Olds for example... inner shoulder entirely disappears, and has a non-existant merge zone. Definitely one of the more dangerous spots on QEII with the volume of traffic that goes through there. The province will fix that eventually, this year I think, but it's funny when that's signed 110 and Stoney/Henday are at 100.
