It's something they introduced this season so that games don't go on for 5 minutes that have to be wound back. The War Room can call the arena if they know the puck definitely went in and the timekeeper will hit the buzzer to stop play.
I haven't seen it happen in any games I've watched, but it's my understanding that they can do it. There was the OT game in LA where Wideman hit the camera with his shot, and the buzzer went off the same time the whistle went, so that's the closest I've seen in any Flames game.
