Typically that happens when one team is on their heels and one team is pushing. The defending team is constantly a step late or a bit off.

Some of them are soft calls, but Brazil are taking it to them right now and Chile are just hanging on and trying not to give up ground.

Totally, Chile is just inviting pressure on themselves but Brazil is getting away with a lot
