This is such a pointless discussion, but they are completely independent of each other.

Why would they? Why WOULDN'T they? Any team willing to spend $2m to get a 2nd round pick is very likely to also be willing to spend $2m to improve scouting (if they thought they could).

And improving scouting doesn't happen in a matter of a month - even if you spend an extra $2m, it would be almost impossible to spend that in less than a year.

So yeah, they could do both and they are completely independent of each other.

To get all economics-y: what's the marginal benefit of another $1 million spent on scouting. Is the Flames scouting lacking in capacity or expertise? A million dollars for scout say buys you 20 scouts. At what point does an extra scout add no value to the organizational expertise and at what point does having too many scouts actually create more noise than direction? If it's an expertise issue do we poach some other scouts from some other organization? Possible I guess, but then I'm not entirely sure that's a slam dunk from a draft outcome perspective either.
