I think the best way to do it would be to give the bottom 5 teams a 10% chance each, then give the next 5 teams a 7% chance and the other 4 lottery teams receive a 3.75% chance. As long as last place has the best odds to win the lottery, teams will be tanking.

Sounds OK on paper but when a 9th place team gets first pick over a truly terrible Florida type team it wold be unfair.
They should weight parts of the season, and where the team is at that point.

Just use the PingPong balls to determine every draft slot for non playoff teams. If you don't even have pick range certainty then there is little incentive to tank. Keep it a progressive lotto (so the worst teams have more pingpong balls in the hopper) but remove the range certainty. That would do it I think.

That or add more probability for teams that finish 6-14 so teams don't feel the need to start falling after the deadline for a higher lottery chance. It's pretty obvious here that the Flames covet a top 5 player in this draft by icing this lineup.

The lottery system needs changing.
Every team should be drawn so there is no set position. Obviously the worse you do the more balls you get, buy right now this tank job by Colorado Nashville Carolina and Florida is very embarrassing.
Hopefully we are rewarded with the lottery win by the hockey gods for actually trying and not compromising the integrity of the game.

The Predators lineup is due to injuries though. As far as I'm aware they're not healthy scratching anyone. I believe all of Fisher, Wilson, Hornqvist, Bourque, Gaustad, and Yip are legitimately injured.

Call it talent evaluation, they have seen enough of Backlund to know what he brings, and that post injury he has played well enough to get another contract. What they don't know is how well Reinhart will play with a more skilled winger, or how Bancks will play now he can be called up for NHL time

Injured is a relative term. Stajan was injured, became healthy enough to play and was immediately back in the line-up. That's not usually the case with eliminated teams - guys like that are usually just shut down for the year as a precaution (and to continue to lose). I'm sure a few of the Predators listed above fall into that category.

I wouldn't go that far... you still want to promote parity so I would still give the worst teams the lotto odds advantage but they would lose draft range certainty... the bottom team would no longer be assured of picking 2nd at worst. Flat odds isn't ideal either... I could see flatter odds (where the Bottom 5 have equal odds, then the next group of 5 have smaller equal odds then the first group, and the remaining group (bubble teams) all have the same yet smaller odds. That way you still promote parity but make incremental differences less important.
