That's straight up qualifying . . . . . however charities populate a large part of it with their own teams of runners and you can even buy a charity bib for about $3,250 to get yourself in.
Tons of the field finish over five and six hours.
EDIT: Average finish time in Boston is about 3:50. So the explosions coincidentally occurred pretty much in the middle of the race. Avg. finish time in NYC is 4:28 and Chicago is 4:40.

Pretty sure he was saying that the Boston PD found an unexploded bomb, and set it off safely. Hence a controlled blast.

I doubt there is anything publicly available yet, but I am assuming you're Canadian (the handle makes me think Milwaukee...) so the Canadian embassy/consolate in Washington or Boston (if there is one there) might be a good place to start.
