I wonder what has caused the increase in these incidents?

Also

Dog =/= child. Those of you who compare dogs to children as though they are the same thing need to be muzzled as well.

Any reason why some people here are against the $10,000 fine? If you're such great owners and responsible for your animals, this would never come to fruition for you, right?

Provocation of the animal aside, what's the problem? Sounds like some of you are against muzzling, against fixed-length leashes, and against the higher fines.

My only problem with the higher fine is that some people may not bother paying it if its that high. I'd rather it be set to something that will be paid in full.

Another thing - why is it so hard to track down the owners? I have to have a freaking tattoo in my cats ear and renew registration for it with the city every year. Don't other animals need similar id and registration?
