Actually I think it makes more sense to let the small things slide in a situation such as this (and 3 dollars is a small thing) and instead focus on those who were instigators and did serious damage to public/private property, ie the water polo player.

While I agree with the jist of what you are getting at, I don't really care that it was only a $3 theft. The fact that she was a part of the riot, broke into a store and stole anything means she should be punished. Nothing should slide when it comes to a situation like this.
To me, I would rather see an assessment of the cost to the government totrack her down and press charges on her. If it turns out it cost $80,000 then she should be handed that bill in addition to the conditional discharge and probation. If she cannot afford to pay the $80,000 up front then she should be on the hook to either work the require hours to pay off that amount or be put on some kind of payment plan.
If she only stole $3 worth of stuff and did not cause any other damage or theft to occur then make the total bill $80,003.
