I'm not sure I buy that promise keeping rank. It has "partially kept" for the won't decrease funding for the military, and if you click through to the source documents it notes a decrease. I'm not sure what type of spin you have to do to make a decrease keeping a promise of no decreases...
The one about the military being agile and generally great is marked as partially kept, because a report said it was going well. Facts in Afghanistan not withstanding.
You can also generally put the "not yet rated" and "in progress" categories in the "broken" column. The in progress ones seem to be based on continued use of the same platitudes - "we still say we're doing this!"

do you want to vote by mail? we would always just go to a polling station but becuz of covid we're going the mail route this time...
it's super easy to sign up for a mail in ballot...

you will need a scan of your id.
the entire process took maybe 5 or 6 minutes. super easy and very convenient. we voted by mail in our last bc provincial election.

I signed up to vote by mail this time, and will likely continue to do so, if all goes smoothly. My polling stations and advance polls tend to have long lines and wait times.
