If the league were truly committed to staying in Arizona, Daly would have refused even to address questions about relocation.
Bettman is saying exactly the same things about Arizona that every general manager says about his coach… a month before firing the coach. It's PR bumf, and since it's coming from a lawyer, it's specifically designed to cover the league's ass. Meanwhile, Daly is talking in his official capacity about relocation. I don't believe he has ever done that before.
My guess is that if the land sale goes through, Meruelo will have a hard deadline to build an arena or sell the team. If it doesn't, the league will start the process to relocate the franchise for 2025-26. But Daly is quite correct, a land sale in June leaves precious little time to make any alternative arrangements for 2024-25 – and since that process is mandated by state legislation, there's nothing the league or the Coyotes can do to speed it up.

Friedman flat out said he believes (Daly meant) they will play in Arizona for one more season regardless of the land auction as there wouldn't be enough time to move them should they lose out on that.
This franchise refuses to die.

2 months to sell corporate sponsorship. season tickets, get approval on jersey designs, get them and all merchandise printed, hire whatever staff is needed, sell tv/radio rights and hire broadcasters for those roles, and a myriad of other things to get ready for September?
Yeah, I can see the problem with that time frame.

One nice thing from a scheduling standpoint is travel to Salt Lake or Phoenix from most NHL cities is virtually the same. In theory, they could build a schedule for next year that worked for the Coyotes playing in either city and it wouldn't throw any team's travel schedule way out of whack.
That makes it a lot easier than when the Thrashers moved and the Jets stayed in the SE Division for 2 more seasons.

There is no way Bettman would move Arizona before the auction. If it were a team in Quebec or Winnipeg, absolutely he would. He would never do that to an American market - especially Arizona.

I still think the only smart play here is regardless on if they win the bid they need to relocate the team after next year. Arizona can be at the top of the expansion list but even if they win the bid they are 3-4 years at minimum from getting the arena finished. So are the other owners in a revenue sharing league ok with a team playing in a 4000 person arena for possibly another 4 years? It makes no sense. The league would be much smarter to pivot to SLC and then when the arena is ready in Arizona you open up expansion again.
