The play had already been stopped for the penalty before the scrum. It was pretty obvious. Tkachuk hits Fleury, Flames have possession, whistle and play stops. There was no other reason play would have been stopped but for a penalty.
Penalty to Fleury for roughing? Or Miller? Goalie down?
I do love seeing Tkachuk engaged, for what it's worth. Ideally it'd be cleaner but at least there's something coming from #19. Still wish he wouldn't have taken that penalty, but it's a test.
