I just don't get why they wouldn't waive him. Unless his games played bonus can also be attained in the AHL, in which case, just healthy scratch him.

The reason why they won't do either of these things is because they have (correctly) predicted that this would be a public relations disaster.

Because I imagine that unless he's a gigantic doosh and everyone hates him then he and his teammates would be screaming bloody murder.
The Edmonton Oilers are averse to doing classless things like rushing players back from injury, demanding bonuses be repaid, forcing players to retire and trading injured players and things of that nature.
They'd never knowingly prevent a player from collecting his bonus! Its unheard of!

Surprised we even heard from Brown again!
He must've declined Katz's offer behind closed doors to pay him off more than his AAV to take a non-descript "remote" position with the team
Decided he didn't want to call it on his hockey career..
Now the teams in trouble with that bonus looming.
Katz might have to hire a thug to wait outside his car with a bat, or get a couple of the league minimum pawns to lean hard on him in practice and target the injured area.

We all just want to see them pay the price for their poor signings / continued incompetence.
Would love to see them be forced to pay a 1st or other futures to shed some cap because of the corner they've painted themselves into.

In the CFL there’s only 18 games. So that would be…2.278 games worth of pay. Seems pretty fair actually.
Though might create a market for league minimum players willing to run around and act like goons.

Well, that's pretty much what goons were, back in the day when every team had a couple of them on the roster. If your goon could take out one of the other team's good players, you didn't mind if the goon got ejected from the game. That was a trade you couldn't lose.

What do you mean by create a market for league minimum players running around acting like goons? The current fine is $5k. If they followed the CFL rule a league minimum player would be fined 4x more than they are now at $20792.

I think the idea is that league-minimum players could run around being goons, because all the good players would find it too expensive to retaliate. If the goons were only in the league because they were willing to be goons, the fines would just be their cost of doing business.
I could see some utter jerk of a GM doing this with minor-leaguers on two-way contracts. ‘Look, kid, you’re making $100,000 in the minors. I'll promote you to the show if you promise to take out someone's knee. I'm not allowed to pay the fine, but I'll keep you on the roster as a healthy scratch until you earn double the amount. Or would you rather keep riding buses to Bakersfield?’
