CTV/TSN would have exclusivity for any football people would watch. I wonder if they would be interested in buying out Sportsnet's contract for CIS so they could have every type of football (aside from arena) on their station. It would work nicely with their CFL coverage if they could show the future talent as well. Maybe they can make CIS football (and perhaps hockey) gain a fair amount of fanfare. They've worked their magic on the WJC and CFL thus far, though they already had a decent following already, so this is much different.

I don't think CIS football (or hockey, or any other sport they play) will ever be much of a draw as far as mainstream sports audiences in Canada go. I put CIS sports in the same category as women's hockey, although that probably seems odd at first glance. Canadian's love hockey, we love women, so why haven't any of the various women's leagues taken off? IMO, like the CIS sports, the skill level in women's hockey is simply too low as compared to other similar products on the market.
Canadian's will watch Junior hockey (and even that, aside from the WJC and maybe the Memorial cup, in very limited capacity) because the skill level is fairly decent and there is something neat (to more "hardcore" fans) about watching young players develop as (some of them) grow into pro's.
Maybe I am wrong and there are enough diehard CFL/Canadian football fans to support a ramping up of CIS coverage, but I'd be pretty shocked if I was. If CIS football was in demand I would imagine more people would go and watch it live.

The guy has zero sense of timing, constantly interrupts people to spew out some random topic and brings little insight. He provides almost zilch.

Junior hockey is more popular because its the best players in that age group. CIS teams would beat junior teams (they can play the NHL rookie camp rosters close - or beat them in Edmonton's case. But very few players are ever going to be heard of again in that league.
Same sort of deal with woman's hockey... people will watch the US/Canada games or the World Championship/Olympic finals but they won't watch some random woman's league game.

CIS is a higher level than major junior. Heck it's the players who played major junior that are using their team and league scholarships combined with what the universities are giving them for one sweet ride for free education.
When the world juniors were in Halifax, team Canada was playing close games against AUS all stars. So that's the best 18-19 year olds in Canada were in par with the best players from the small pool of university players in the maritimes (keeping in mind the fact that CIS are the players that don't go pro at either the NHL/AHL/ECHL/Euro leagues).
Men vs Boys
Back on topic NFL on TSN could be good for the CFL if they cover the CFL giving it focus and giving the average NFL fan the ability to understand the rules with a captive NFL audience. Could work better than NHL & CFL.
NFL on TSN and a greater focus on baseball (if possible) and junior hockey, TSN should be just fine.

Do you happen to have an idea on the NFL ratings hwy? I figure some viewers would watch the game on the native station although they would still get the Canadian feed. Do those numbers count?

Saturday games only in the playoffs. Although i believe they may have some Saturday games if Christmas falls on a Sunday.

every year on the first 2 weeks of the playoffs yes
also depending on the dates of the year around the holidays there will at times be a Saturday night game
I think 4 of the last 5 years there have been at least 1, one season had a full slate (when christmas was on the 25th)

Friday and Saturday games are required to be blackout locally to protect College and High School football. Obviously this means that the NFL doesn't schedule Saturday night games until the end of College football season.

Yes it is possible - Rogers has an agreement with CBC to allow them to have HNIC and the playoffs
However it is highly unlikely that they would give games to TSN - its a reason they paid 5.2 billion - so they could have EXCLUSIVE rights
They view TSN as a competitor unlike CBC which they consider to be useful but not really a competitor
