Yeah, I think its likely, especially if they're talking about limited/no public money. I will definitely have to re-evaluate whether I want to keep my tickets if they do that, depending on how much $.

I can't believe the location hasn't been leaked yet. Pretty anxious to find that out, moreso than even the arena design.

I'm fully expecting a dual football/hockey stadium unit in the West End where the Greyhound building is.
For reference, I believe it will be similar to what is being built in Moscow:

According to the wiki page, that thing costs $1.5B, and the seating capacity for the rink is only 12,000 (expandable to 15,000). The football stadium is 33,000 (expandable to 45,000). Seems too small for hockey, and a waste of money for the CFL. It doesn't seem at all feasable for Calgary IMO.
