Is there something wrong with the play by play volume for anyone else? I can hear rink noise clearly but barely the announcer.

It's a joint NHL/NHLPA tournament. All actual tournament games are in Canada (Toronto, specifically), so they're spreading around the pre-tournament games. No big deal, IMO.

Cause Gary Bettman doesn't give a rats ### about Canadian cities except for Toronto.
I think a better question is why not play in a western conference city?
