I thought it was that she lined up skanks (as apposed to being a madam in the full sense of the term) - he is paying to keep the actual extent of his activities quiet. He obviously paid Uchitel to fill the pool, but is that technically the same as paying actual ho's? Never did much crim law, but I would say "no". Your thoughts?

It sounds like he paid her to bring him women. Tiger's lawyers seem to be nervous about what she might say.
What happens when someone calls an agent to provide an "escort"?

I don't know if the biggest problem is the hiring escorts, or if the legal issue is around transporting these girls over state lines for the purpose of prostitution, from my understanding thats a pretty serious charge in the U.S.

Because the law covers procurement, evidence of sexual intercourse is necessary.

From a legal perspective, escort agencies claim that they are dispatching these individuals to provide a social or conversational service, since prostitution laws often forbid taking payment for sex or communicating for the purpose of arranging a contract for sexual services. Advertisements for escort agencies often carefully skirt the legal line, and avoid specifically offering prostitution or sexual services.
The arm's length relationship between the escort and the escort agency is designed to protect the escort agency (to some degree) from prosecution for breaking laws against prostitution. If the employee is solely responsible for arranging any illegal prostitution-oriented activities, the agency can maintain plausible deniability should an arrest be made.
I don't know to what extent different jurisdictions will try to "pierce the escort veil".

In an interview with Access Hollywood, former Hollywood madam Michelle Braun claimed two of her employees – Holly Sampson, a porn actress, and Jungers, from Las Vegas, were paid escorts of the golfer’s.
“It wasn’t until Holly Sampson and Jamie Jungers’ [names] were released that I recognized any of the names,” Braun alleged in an interview with Access’ Shaun Robinson.
“You’re saying that some of these women that we’re seeing are paid prostitutes?” Robinson asked.
“Right. They’re paid escorts,” Braun claimed.
Braun, one of the most notorious madams in history, claimed to have been the employer of Sampson and Jungers.
Neither woman was available for comment on the allegation when contacted by Access on Thursday.
So what proof does Braun claim to have that the women actually worked for her?
“I’ve got e-mails referencing them from clients and 1099 [forms]. They were filed with IRS,” she added.
Braun added that she knows there are more alleged mistresses out there.
“I would say about a half dozen more,” she revealed.
