I could be wrong, but I believe any changes to ELCs will only apply to those players drafted in 2013 and beyond. All of the players who have already been drafted will be subject to the rules that were in place when they were drafted (whether they have signed their ELCs or not).
The last I heard, the league had suggested that European players would remain their drafting team's property for four years rather than two with the opportunity to re-enter the draft and become another team's property for two more years (Call it the "Erixon Rule"), but I don't know if that made it into the final agreement.
Otherwise, I believe all other ELC and RFA rules were going to remain the same.

I am pretty sure that Wotherspoon and Brossoit are locks to get a contract. In the shadow of guys like Baertschi and Gaudreau, Wotherspoon has slowly become a very promising prospect and there probably won't be any doubt that he'll be signed. Brossoit as well, although the goalie situation in Calgary is crowded. However, I fully expect the Flames to cut ties with Karlsson after the season and probably with Irving too ... Ramo comes over to backup Kipper, and Brossoit joins the Heat with Ortio.
Ramage is an interesting case. I never thought there'd be any doubt, since Feaster even tried to get him to leave college at some point. But given Weisbrod's comments on the FAN, I'm not so sure anymore. Has he not shown the expected development? Off-ice issues? What happened? After hearing the Weisbrod interview, I could see the Flames make another Leach decision. With Wotherspoon graduating this year and Kulak, Culkin and Sieloff next year, it might simply become too crowded ... they felt so last June when they cut Leach, and they didn't have that many D prospects back then ...
Culkin is an interesting one. With his late 93 birthday, he'd be AHL eligible in the fall. Maybe it's a Culkin/Ramage decision for the Flames? If they sign Ramage, Culkin will probably play another junior year. If they don't sign Ramage, I could see Culkin going to Abbotsford in the fall. After all, he's already in his third full junior year and he's shown gradual progress.
I want Granlund in North America ASAP ... I liked his WJC tournament, but I want to see how he fares on NA ice. Don't know anything about a contract in Finland next year - eliteprospects is pretty good for that things, but it doesn't say anything about a contract. I hope they sign him and he comes over to Abbotsford.
Of course, there's Bill Arnold and Johnny Hockey ... I somehow believe that they will both return for another year, but who knows? Larson won't get a contract.
As for expiring contracts - I fully believe they'll re-sign Nemisz, Aliu and Byron. Cameron, Patterson and Carson IMO are done with the organisation, Wahl probably too ... although I want him back in the AHL once the lockout ends, let's see what he can do. Don't know much about Lamb. I really want them to keep Bancks, but who knows? What about Breen, is he finally able to step into the NHL?

A little off-topic, but Ward has always maintained that they only reason Wahl hasn't got a call-up (both in the past and present) is because there were usually only bottom 6 roles available and Wahl isn't that player.
With Baertschi, Street, and Horak likely going to Flames camp, I'd put money on him getting called up.

Flames appear to be very happy with the development of their new blueliners (Sieloff, Wotherspoon, Culkin and Kulak). They don't have a game-breaking, big-minutes defenseman in that mix, but all of these guys have BIG roles for their clubs.

They can't release him unless it's mutual as he has a contract. I can see him being dealt soon though.

With room to spare the Flames should keep a guy like Ramage.
Hes a decent size, RH defenseman, a gritty leader. Hes just plain steady. If the Flames let him go I can easily see the Oilers picking him up as he use to be Shultz D partner

Yeah but a year or so ago Feaster was trying to get him to sign, so I'll still be surprised if he isn't offered a contract. Maybe Weisbrod is trying to light a fire under Ramage or maybe he is setting us up for the possibility that Ramage isn't keen to sign with us.

Could be. I think? Feaster said that he was impressed with Ramage at the prospect camp last summer. So who knows what's up?

After that was written, the Giants traded away Trevor Cheek, guaranteeing that they'll be even worse. They really want that first overall bantam draft pick and to get Tyler Benson, who is said to be amazing.

Also, Slater Koekkoek was traded to the Windsor Spitfires yesterday. Imagine a pairing of Koekkoek and Sieloff. That's just plain scary.

I feel bad for Brett Kulak. I think he was a plus five the other night but with that team his +/- sure is taking a beating. I guess as long as his confidence isn't taking a beating, and he's receiving plenty of ice time and is receiving good coaching, then I guess this season has to be looked at as a "character building" year.

Character building, as well as professional skills. According to Freeway's article, he is not only getting lots of ice time, but freedom to improve as well. I was hoping he would be getting traded off that team (even though he will probably be returning to the WHL next season, so probably not until next season if Vancouver is still rebuilding) but now I am kind of hoping he stays.

Sieloff had a good game last night, two good hits, he looked sharp. Koekkoek was pretty quiet. Spitfires won 3-0 after a 7 game losing skid. We also traded for Alex Aleardi, who really impressed me. Maybe we will actually win some games with the new blood on the team.
