I think that is the real reason why. He knows that he likely wouldn't get a good reception and he has probably had many people tell him that.
All that stuff he said about Canada and the U.S. going back to being friendly was probably just him hoping he could smooth things over in time for the event, but it didn't work.

Imagine living your life for as long as Rogan has, and deciding that 'Russia' would be a better place to visit than Canada for watching a simple UFC PPV - simply because of the pettiness and immaturity that comes through a bipartisan political stance.
He makes life excessively and unnecessarily stressful for himself living like that.
