Chu and Magliocca were the only ones who signed the letter, and he is referring to the letter as being used by “others” to frame Nenshi. Is he pointing the finger at Magliocca?
My favourite part of this very strange story is how Chu and Magliocca were allegedly in on it, and were dumb enough to fall for their own Nenshi-trap. You seriously can't make this stuff up.

Chu is the Councilor equivalent of a moth being attracted to a light, but the light is actually poop on fire. He always seems to be involved or in proximity to ####ty problems.

The scheme was to get Nenshi to write a letter like this disclose it to the press that he was dealing with Russian dark money outside official channels.
Wallace in the Canadaland Rat####er podcast says something along the lines of he collects a lot of dirt on the people who use his services as well. So this appears to be Chiu giving Wallace evidence to blackmail him with in the future.
It didn’t matter if you could prove self enrichment it was the act of soliciting Russian business outside official channels that was supposed to sink Nenshi.
Don’t forget - Joey Mags announced VERY EARLY that he was going to run for mayor. Then the scandals hit. He definitely had a vested interest in Nenshi’s demise

I don’t think this is about Mags and Chu trying to entrap Nenshi. This is Mags and Chu being entrapped by Wallace.
Yeah, the most on-brand thing for those idiots would be if they had been told about the scam from the beginning and then when the mayor didn't take the bait, they thought "we can't let that money go to waste... let's contact the Russian ourselves", forgetting that the Russian money was fake.

I haven’t had a chance to read all the stuff here, so I’m just wondering. Wasn’t the scheme to get Nenshi involved and take a bribe? If Chu didn’t know, that doesn’t seem that bad? What am I missing?
(And yeah, Chu might not have a great reputation, but that alone doesn’t necessarily mean he was involved in this planning)
