Since Bouw N Arrow's post was at exactly midnight Arizona time, I'm going to assume it was a joke.
However, as I've said before, I don't know why it's assumed that once the NHL declares Glendale unworkable they'll automatically relocate the franchise to Winnipeg. SCH (who I believe is a former employee of the Moose and likely still has connections with True North) has been pretty adamant for months that there's a deal in place behind the scenes to move the Thrashers to Winnipeg next season.
I wonder if they'd really undermine the sale of one team to get rid of another? It's not a precedent I would want to set if I were an owner.
Also, once relocation is on the table, you have to think that the asking price goes up quite a bit, so even if they have to operate the team in Phoenix for another year, the increased purchase price could offset the operational losses. It would also help keep the value of all franchises higher, which is the long-term benefit.
I wouldn't be surprised if they let the Thrashers sale and move proceed as planned, and declare the Coyotes to be a "mobile" franchise. Then, they could run the sale very much like an expansion and sell the Coyotes to the city with the best offer.
This would have a potential side benefit of letting all the owners who might be looking to sell in the near future make contact with people who want to be NHL owners.

The problem with all this is that Reinsdorf’s previous agreements with Glendale to buy the Coyotes also involved enormous public subsidies. Those deals were also unpalatable to Goldwater and Reinsdorf has never shown any willingness to put his own money at risk to keep the Coyotes from moving to Winnipeg.
There is also a theory that Glendale, or even the NHL, might be letting Hulsizer think Reinsdorf or someone else is back in the picture in an attempt to get him to sweeten his $210-million offer (which includes the purchase price and covering this season’s losses) enough to get Goldwater to back off.
Like so much else in this story, at this point it’s just more smoke to go with precious little fire.

Seriously, what is Reinsdorf going to bring to the table at this point? He's had his kicks at the cat to negotiate a working lease deal with Glendale. He's not going to get anything more than Hulsizer at this point. Hulsizer has his deal with the City of Glendale. Goldwater is the problem now.
I'd have to agree with SCH, if Reinsdorf is back in the picture, it's so that he can be first in line when the League announces they are willing to accept offers for relocation.

No.. Jerry Reinsdorf has a HUGE investment in Glendale with the White Sox training facility and park in town.
City manager Ed Beasley sought out Reinsdorf over 2 years ago personally. His interest would be in Glendale

April Fools? Seems like pretty wishy washy reasoning from Belanger. Climate wise Winnipeg and Quebec City are very similar, so the whole weather thing seems thrown out. I like the joke about Quebec having a good economy though. Winnipeg is growing faster than Quebec.
Also, things to do? In terms of Arts and Museums, I'd almost give that to Winnipeg over Quebec.
(Also, 1-2% difference between Phoenix and Winnipeg for attendance? lol)

You have no idea what you're talking about.
Just some quick facts for you:
- Edmonton gets more snow on average than Winnipeg.
- Edmonton has colder record lows and colder record highs than Winnipeg.
- Edmonton has less hours of sunshine than Winnipeg.
- Edmonton has less heritage and culture than Winnipeg. (subjective, but I dare you to show me otherwise based on buildings, facilities and local art and music scenes))
I was born in Edmonton and have spent a good amount of time in that city and Winnipeg, and I would live in Winnipeg before Edmonton.
