Do the consistently good teams, Boston, Pittsburgh, Washington, Nashville, and San Jose (before this year I guess), shake things up when it's not going well?
I have no idea. I think Boston might've last year, if I'm not mistaken.

I wouldn't say the Flames are a consistently good team, they should be but I don't think they are.

ALL of the teams you have mentioned have regular been playoff contenders in the fairly recent past, and regularly won playoff series. This team has won one playoff game since 2015, and one series since 2004. This team is not a consistently good team.

Well, Washington shook up the coaching when it actually went quite well.

Jay Feaster was a good GM who was rode out of town unfairly.

He's been available for any other team to hire as a GM or AGM for 6 years now. The truth is that he did some good and bad things in Calgary and the main reason he's out of the league is that he and Weisbrod rubbed a lot of other league executives the wrong way with their "we're smarter than you" attitude that wasn't well received.

Yeah, Feaster made some good moves and really got the rebuild going, but the problem was he had too many attention grabbing misfires to get work again.
Now I believe Flames ownership probably screwed him a bit as this was really their first rebuild in the cap era NHL and they weren't having any of it after a decade of sell outs and great revenue. When feaster came out and claimed "we aren't rebuilding" that was ownership telling him not to rebuild.
But ultimately when you add up the O'Reilly fiasco, the attempt at a top dollar long-term Brad Richards who would fall from grace months later, horrendous returns on Regehr, Iginla and Bouwmeester and you can see why teams just had and have no interest.

I don’t think Feaster was the train wreck some people make him out to be but I think he earned his firing and I wouldn’t put him in the category of “good GM”.
He was mediocre at drafting and poor at trading. Didn’t hate his UFA signings though. They could have been much worse.

Oh I'm not talking about O'Reilly not being worth it, I wanted him badly at the time and even more so last summer when Treliving was rumoured to be offering a trade package for him.
I'm just referring to the fiasco of not understanding the CBA and that there were only two outcomes possible 1. League stops it before Calgary loses him for nothing on waivers or 2. League lets Calgary lose him for nothing on waivers.
We weren't getting O'Reilly with that offer sheet, so it's not a "could have been" scenario to look back on.

Could happen.
Far more likely imo that the team ends up having to decide between Gaudreau and Tkachuk and I think Tkachuk 10+ million deal in a few years will mean Gaudreau doesn’t fit in our salary structure. I choose Tkachuk over Gaudreau every time if we have to build around one or the other.

Yeah, I don't want a late twenties Gaudreau contract to be honest. It'll likely be in the $12-14mil range by that time (possibly more if the cap goes up enough), and he'll want to max out the years as players know it's much harder to get a big contract in your thirties now.
Gaudreau's amazing value right now, but he's getting paid his worth next. Let another team do that and get high value assets back instead.

Plus, Brad just painted himself into a corner with the cap and had to bring Tkachuk down to 3 years to afford him, so now we'll be adding a $10-$13mil Tkachuk contract to the books in 3 years, that's if he doesn't simply take the one year arbitration award and go UFA (which I think is the obvious plan).
