Yes, he thought it could be a power supply problem too.
He mentioned some Starcraft players in the forums are having a problem where the demands of the game are causing some cards to literally melt. Has anyone heard of this?

My computer does get awefuly hot after playing for a bit.
Don't worry Troutman, I wouldn't want to have to play against Torture or Blaster either, silly graphics cards right?

Yea, I tried to bump my settings up to the max when I first got the game, and the game slapped me with an instant, "your computer sucks, don't use these settings."
For the most part my laptop can handle it, but I'm considering dropping a bit of cash on a i Mac, I love those sexy computers.

I apologize if I sounded skeptical of his abilities, it just seemed like a simplistic and unlikely explanation.
If the card worked once but was not found on any further reboots, it could be a faulty card or a faulty motherboard. Has he tried to set the motherboard to default to PCI-E as the first video output device? Did your board also have integrated graphics? In that case, it should also be disabled and the framebuffer set to as low as possible or off.
If your system previously has Nvidia drivers, he should have run driver sweeper to clean out any remaining drivers for the old Nvidia graphics card but generally this will not cause the new card not to be found in the device manager. It should still be there, especially as it already worked once.
If your motherboard has of all things, an Nvidia chipset and integrated Nvidia graphics, he might be right and it might just be the least painful option to just put an Nvidia card in there to avoid driver conflicts. I'd recommend the $200 GTX 460 which is comparable but slightly faster than the 5770.

The HD5770 has very low power requirements. What PSU do you have? Ask your tech what the wattage is and the amperage provide on the +12V rail(s).
The issue with overheating was solved in a patch a long time ago. The bug was caused by the menu screens not being FPS (frames per second) restricted so even if nothing was happening it would rending a bazillion frames a second which puts a full load on the GPU.

These are the official Blizzard patch notes for SC2 after retail release:

There is no official mention of a fix being rolled out for that specific issue.
However, there is mention of a fix being rolled out in a beta patch earlier this year. However, I think this is probably irrelevant since a lot of people were experiencing this problem post-beta anyways. For reference, here are the cached patch notes for the beta:

Just to be on the safe side, you can check if your game is still affected by this issue:
1.) Open SC2 and idle in any menu you like.
2.) Press Control + Alt + F. A number should appear at the top left side of your screen.
3.) If this number is very high (something like > 60???), then you definitely know that your computer is still affected. Just for comparison, I am always well under 30 after applying the fix outlined in the article that I linked in that earlier post.

Update (I'm sure you are all fascinated by my computer problems):
The card was defective in another system as well so I have returned it a got an NVIdia based card. I wanted to get the 460 but it is physically too big and needs two of those extra power plugs and your computer can not handle it. I got you the next step down which is smaller and has lower power requirements but it still runs the game on Ultra

Yeah its not fixed. On the positive during the load screen I shot up to 512 FPS, lol. Hit about 130FPS during gameplay. I just used V-Sync to fix it.

Like Raekwon hinted at, just go into your graphics settings and turn on the checkbox for vsync. Not sure why it isn't on by default.
Also, http://www.youtube.com/watch?v=LMdDmbpmIRw (nsfw, language). Make sure to listen to the last chorus for commentary on your favourite commentators!
