I imagine it would be able to accept both, but 220 volt power will generally be required to charge quickly. I'm not sure a regular 110 plug would even be able to charge one of these cars overnight.
The new Tesla Model S will be able to fully charge in 45 minutes, but that will only be possible off of 440V, 70 amp service. You'll have to get a new service for your house to get 440V.
