I will agree on the immediate consequences.
Now, on increasing trains and cabs, there was something like 13 or 14 deaths this last week, all related to drunk drivers.
Outside of the one at Sarcee and Richmond Rd SW, I dont think any of the others would have been influenced with more options for transportation out there. And even the one within Calgary, was that not mid afternoon? when most people dont associate driving with drinking? and when public transportation is in full swing?
When those who drive drunk get the message, either voluntary or not, then we might start to see the statistics of deaths associated with drunk drivers drop.
