Actually I always thought that would be a potent business idea. Sell modified second-hand cars to sixteen-year-olds at a bargain rate: they'll think anything that they can drive with even a slight modification cool all around. He'll drive to school everyday in his little lame-mobile showing off to his friends and tell them he got it personally modified to his needs.
Seriously, 16-year-old kids who don't know a thing about cars buying a modded automobile - it's a gold mine.
