Not the point. We have a court system that has created a difference between people who abuse animals, and pedophiles, rapists, etc, etc. You think they should all be in the same boat. I'm just glad we have a court system that doesn't agree with that.
In other words, sure, charge and sentence someone who abuses animals, but to charge them the same way you charge someone who rapes little kids? Not a chance.

Terrible thing to happen.
Some of the comments here are somewhat funny though, and somewhat scary in my mind.
I have owned dogs, I love dogs. If someone were to kill my dog intentionally, without cause and in a malicious, sick way...yes I would want retribution. Not necessarily having them die retribution, but the blatant disregard that they show towards life would influence how much I care about their right to their own.
Human life vs animal life. A lot of people sympathize with animals over other humans more easily for whatever reason. I agree that fundamentally human life is more important than animal lives...it is something that has been ingrained into our species to help it survive and progress...a necessary value system. However, to just be slightly peeved if someone to do this to your dog is laughable, and if true, scary.
Honestly I think the question of defining the value of an animal life is an interesting one. It is a tough line and I think a very large grey area. We eat some animals, we use others in different ways...the category of animals involves a huge spectrum of species.
Anyway...a person that derives enjoyment from pointless torment or cruel treatment of animals...they need to be taken seriously. Lock them up for a while, put them in a serious rehab program, or just scare the crap out of them in some way.
And if it were my dog...chances are that the person who did it would be unable to walk or drive home afterwards.

Anyway, I'd like to see some increased harshness to animal abuse/cruelty plus you could tack on some time in a lovely institute somewhere. I mean don't they say people that abuse small animals have more psychotic tendancies that may not have come out yet? You know the kid one that says it will produce a serial killer. All very scientific I know.
Anyway, wish this creep would see some serious time in a federal pound me in the a** penitentiary.
