There are some rowhomes downtown in Reykjavik where it gets a little noisy--but the noise is coming from the street, not your neighbours. At that point, you might as well crack open a beer and join them.

Good to hear in your followup post that at least temporarily things seems to have worked out.

As for it being a good idea or bad idea of knocking on the door in the middle of the night - read the bold part of your own post quoted below. Even though the guy is listening to Avril Lavigne, you dont know what kind of nutjob is living there. Youre lucky you didnt encounter a guy drunk or high who didnt appreciate his music listening experience being interupted and didnt "beat the living piss" out of you.
