I do some volunteer work with a group kinda like that - start up loans for 18-35 year olds. The downside is they don't lend a lot of money. The upside is it is at unbeliveably generous terms and they assign a mentor to work with the company for the duration of the loan. Free business coaching. And some of the mentors are damn good.

Interesting, I work with a couple of business plan competitions for Univeristy students doing technology ventures (www.stic.ca I wonder if there may be a good fit....
