I have to admit that I'm a little confused. If people of Roma decent are not citizens of any country? How could they carry a Passport to travel to Canada in the first place? How would requiring a Travel Visa to Canada prevent Gypsies from entering Canada when they would need a Passport anyway? Are they entering Canada with fake documents?
Another question, if a person of Roma decent is born in Italy for instance? Would they not be an Italian citizen?

To me this issues has less to do with the countries in question and more on future relations with the EU.
The EU thinks just because they as a group think something that we countries not part of the EU should think the same thing. Just because we are friends with England, Germany, France, Italy, etc doesnt mean that you should try to force your forced friendships onto us.
It doesnt benefit Canada in the least to have one national policy for the whole EU because the EU is not a country. Its a reason to pay more garbage beaurocrats and politicians and Canada wants no part of this EU/UN world Utopia, at least not this Canadian.
I never knew gypsies were such a problem.
+1 to allowing hot Easter European women in though ++++1

Interesting. Still how would they go about getting a Passport? This would be more of a question of JoM than 4x4. If they don't have a birth cirtificate? How could they possibly get a Passport and then a Visa for travel to Canada? It seems impossible. You can't board a plan without a Passport.

Gypsies travel on Czech (majority), Hungarian, Romanian, British, Irish, and Australian Passports. They DO obtain citizenship, because it allows them to move around the world easier.

Canada would reject them at the Port of Entry, but it is illegal. The claim has to be processed. This costs an average of $50000 to the Canadian taxpayer everytime the word "refugee" is uttered at an entry point.
Genuine travellers are granted visas relatively quickly. To get a visa, you basically show you have a good reason for going to Canada, funds to support yourself, no criminal record, and something to go back to (ties to home country).
Also, the government says you shouldn't call them Gypsies... Apparently it's unkind. The politically correct name for the group is "Itinerant Travellers".

You do realize that chances are rural Albertan aren't getting ripped off by fresh new Romas from central Europe (who likely have a limited command of English) but by the Irish and Scottish travellers.

When I was looking at going to Brazil a few weeks ago because of cheap flights, I looked into getting a tourist visa for Brazil and it is a huge pain in the ass. The fees total more than $200 with postage and pictures, it takes at least 15 days to get a visa issued, and there is no consulate in Calgary, so you have to send your passport and information in the mail to Vancouver.
I'm not sure why Europeans don't need a tourist visa to visit Brazil and us Canadians do.

They do distraction robberies as well. You would be surprised how well some of the eastern European gypsies speak. I have met one or two...

I am sure most countries are frightened of us, what are we going to do? Blow up a train station with some donuts?

Brazil specifically has a reciprocal visa policy so that the visa requirements for a person visiting Brazil is the same as the person native country. So, because the US and Canada requires Brazillian passport holders to have a visa to visit/transit Canada, so too will Canadians and Americans will require a Brazilian visa when visiting Brazil
