This is my first time ever doing anyting like this, but here's an email I just sent to CTV News (it was just the first network I thought of). Hopefully I'm not embarrassing myself. I'm still pretty mad about the whole thing though.
First thing’s first you need to get your story straight. If someone working at the CPA reads this thread they’re gonna use this to attack your credibility in the nationally televised trial that this is inevitably going to lead to.

Just out of curiosity, did you do fill out the dispute claim form?

Yeah it was 260. Would have been 300 with the $40 ticket.

Edit: I had the $300 total in my head when I posted this, and wasn't really thinking clearly. The total was $268.80.

Spoiler!

Did you stand in the spot where your car used to be?

I was just giving you the gears

But in all seriousness did you start the claim process with the CPA? The reason I’m asking is because if you didn’t it’ll give them a pretty easy out if CTV were to follow up with them. They’d be able to say things like mistakes happen but their customer service reps don’t have the authority to cancel tickets and that their claims process is very quick(which probably isn’t true but you won’t be able to argue that if you haven’t started the process) and whatever else they can to try and make it look like they would have resolved it by now if you had done x, y and z. Basically what I’m saying is if you want them held accountable and to potentially change their processes don’t give them an easy out to not.

Yeah that's fair. The instructions they gave me was to fill out the forms by hand and then take pictures of them and email the pictures to their disputes address. I don't have a lot of faith in that process, but like you said not doing it at all would just undermine everything.

Kind of sounds like the sort of thing that CBC Marketplace would investigate.

I would just get it done since it’ll probably be a few days before ctv decides to do anything, but as long as you’ve gotten the forms back to the CPA even if it has only been with them a for a day or two it will make a much stronger case for change and an undue hardship against you since this is a situation that should be rectified immediately given the circumstances.

I would also file a claim directly with the Claims department.
https://www.calgary.ca/appeals/damage-claims.html

This is part of legal so gets a bit more direct attention than an impound lot process. Can't hurt to initiate both.

What a scam. Do you have the reason for the tow in writing?

If so, and none of what has been mentioned works, take them to small claims court. You will be out $100 instead of $268 but they will get nothing. You can always try adding in other things like however much you had to pay Lyft/Uber to get to the tow yard. Make the judge decide.
