I've watched a lot of live Canucks games this year and the one takeaway I've had is how unimpressed I am with Pettersson, night in and night out. It baffles me how he has so many points.
Quinn Hughes on the other hand? What a dynamic player. One of the most unique defenseman I've ever watched. This is the glue of the entire team.

I guess the risk was low of making it worse since they've been playing him? Should have probably just shut him down from the start but I Think part of it maybe was to not get destroyed by the fanbase and media there for trading for a seriously injured player, so they needed to throw him out there for at least a game.
