I don't know anything about the salary cap in NFL, but if you put a player on IR they are done for the season. The NHL already has IR and LTIR (TBH I've never dug into the difference)...doesn't seem like it would be hard to implement a rule where you 'earn' playoff eligibility for contracts over a certain threshold.

The trade deadline shortens windows and increases the high and low cycles.
So a team that is a contender gives up future assets to add extra short term assets. You are less competitive if you don’t. So cup contenders add. This causes their farm system to be depleted and eventually lead to there run ending.
On the other side teams that acquire multiple first round picks increase the chances of having multiple impact players. Over multiple years this leads to having more high quality players which causes them to overshoot and become a contender AND those who don’t follow this add and rebuild process won’t win.
So in general it increases the height of the cycles teams go through and as opposed to managing to be competitive over years you encourage the tank.
For a far worse version of it the NBA buyout market is even more ridiculous
