I could see CAR as a dark horse in this for a J Williams type replacement.
BUF and DET make the most sense. Maybe CBJ.
TBL probably won't have much trouble moving him to a team like MIN if they at least retained 50% on the last year or two.

He will get picked up by DET or Ottawa.
I would put in a claim as the Flames to be honest, but I can't imagine he will get to us.

Question - if you had made TB an offer for him and Knew he had exercised his NTC to quash it - would you pick him up on waivers now?

You read my mind, they have the cap space and roster room to do it and have him thrive there

Can someone who knows explain how works? So he has a NMC, they put him on waivers and if he doesn't get claimed then they can trade him to anyone or buy him out or send him down and he has no protection now?

Putting him on waivers was just a work around of his NMC. Any team can claim him now, including one on his no move list. If he clears, basically nothing changes. Tampa won't send him to the minors and his contract remains the same. The buy out period ended last night.

He has a NTC not a NMC.
Waivers doesn't affect that at all.
They can't trade him without his consent, but they can put him on waivers and he can get claimed by any other team. A NMC would have protected him from that, but not a NTC.
If he goes unclaimed, he still has a full NTC. They still wouldn't be able to trade him without his permission.

But if he doesn’t get claimed they can only send him down or buy him out (and I’m still not sure they have a window to do that this year).

If he doesn't get claimed, they can:
1. Keep him on the roster
2. Send him down (only getting a little over $1 million cap relief IIRC)
3. Buy him out (if they have an arb case and get the 2nd window)
4. Trade him with his permission and if they can find a partner

Yes, keeping him on the roster I assumed was not needed to be included. And my understanding is that he’s refused to waive the NTC for anyone. Now, maybe the threat of the minors will change that.
I don’t see any pending arb cases, unless minor league players count.

They have 2 minor league players that have arb rights per capfriendly
Tomorrow is the deadline for players to file for arbitration.
Teams get another window to file for arbitration from Oct 10 to Oct 11

I don't really see him being sent to the minors as a real option. He'll get paid his full salary regardless of where he is.

That is incorrect he initially gave the Lightning a 5-6 team list and then expanded the list to 7-8 teams according to reports
The Lightning obviously couldn't negotiate an acceptable deal (to them) with any of those teams.
They either have information that a team not on the list is willing to take him off waivers or are just hoping someone will do it.

Interesting, I thought it was reported in the last few days that he had agreed to a list of 5 or 6 teams that he'd accept a trade to despite not having to submit any list until next off season.
EDIT: Yep, as per sureLoss above

If I was Ottawa or Detroit I would claim him. Both teams are below the cap and probably could swing a trade at the deadline next year. It not like Johnson would nix a trade to move on from a bottom dweller.

Potential fallout of the Bolts trying this.
All players signing with Tampa will no longer be satisfied with only a NTC knowing that the Bolts are willing to use waivers to bypass their trade protections. Have fun giving all your players NMCs from here on out!

Maybe players will stop signing there at below market value too! So sick of them getting great players on sweetheart deals.
