Like so many other things it might be market forces that ultimately drive behavioral change rather than laws. Hit people where it hurts (financially) longer term and you might see some change. People will risk a ticket and associated fine because the risk of getting caught is so low. If the cost of that ticket stays with you for years that changes the equation drastically. Perhaps the Province should look at vehicle registration charges with sliding fee scales that take your record into account too. Doesn't Saskatchewan have a system that is like that?
