On one hand, it's a bit of a shame, but an early retirement to take care of long-term health prospects is not a bad thing, and if he chooses to do that, then good on him.
Flames have 24m-ish in cap space. After Hanafin and Lindholm I am estimating 13m in cap space. Then you have to sign Janko, Kulak, maybe Hathaway, Shore.
Going to need some room for next years crop of RFA's as well. Lazar, Bennett and the big dog Tkachuk.
How that all shakes down is interesting.

Next year brouwer becomes easy to buy out and we can put his money towards tkachuk. And smith and stone. Bennett has not proven to be worth more than 2.5/ year (that's generous) and everyone else you mentioned is a 2 mil a year max type of player too. The flames are fine.
Just imagining that they signed JVR and Tkachuk stuck with the top line, I think there could be some interesting sets of lines. Barring a buyout of Brouwer (which I would do), I think that him and Lazar should share a role with Backlund and Frolik on a checking line.
That would leave a fourth line that you could set up as a young skilled line instead of a typical role player unit.
I prefer this kind of arrangement for guys like Mangiapane and Foo. They are skilled players who can get stuck trying to show their offence while playing with guys whose sole purpose is to dump the puck in, lay a hit, and then get off the ice. This kind of set up would give them a chance to play the type of game they showed in the AHL while being sheltered as they gain NHL experience.

Not a big Perron fan, would take the other 2 but they will both get overpriced contracts and somtimes you need to give those out to win. Everyone thought Oshies contract last summer was too long and too much money but to win sometimes you have to overpay. Obviously the Brouwer signing has scared a lot of posters about signing older free agents, but if you get the right player overpaying by a mill and an extra season or two is not the end of the world.

I could see Neal being targeted. He has played deep into the playoffs, plays with some edge and is a pure sniper. Perron is a right shot so he fills a need and also plays with some edge so I see a fit there.
JVR is about 1.5 years younger than Neal.
By all accounts I think JVR is a better skater too.
Slightly bigger, younger, faster and scores at a tad better pace.
If I had to pick, I guess I'd go with JVR. Really don't want to see the Flames dole out big money on a UFA winger, but these guys score a lot of goals, so if they do, they do I guess.

Like I was mentioning earlier sometimes you have to bite the bullet. Flames F’d up with Brouwer but I don’t envision JVR or Neal not being top 6 producers. Both have a long proven track record
If JVR had the Flames on his no trade list I would be surprised if he signed here. I would hope we don’t go over 5 years if we chase one of those big 3. Treliving has hinted they won’t be in the big game free agent market. I can’t help but think they have a few other deals they are working and will eventually pull the trigger on one that nets the team a top 6 forward. I get the feeling it will be Bennett but I hope not. If Lindholm is going to play the middle it could be Jankowski?
Martin Frk. 9 power play points last year (same as Neal), RHS, 1.72 P/60 @ 5on5, solid possession stats, and a decent frame.
Only problem is Peters might have burned that bridge with him in Carolina by not giving him much opportunity then. Hopefully there were no hard feelings.
