Right now, there are only 7 teams that haven't played in an outdoor game (if you count the game in Vancouver as an outdoor game): Arizona, Dallas, Nashville, Carolina, Columbus, Florida, and Tampa (Vegas will make 8).
After next season, 13 teams will have played in at least 2 outdoor games.
I think the big issue with the constant re-use of teams is that every team wants to be the host when they play in their first outdoor game. As a result, it's easiest to just reuse teams who've already participated to be the road team.
At least Chicago will get a break next year after playing outside in four consecutive seasons.
