I've got some bad news OP, unfortunately it's neither Bee's nor Wasps.
You've got a wolf infestation.

Try 311 ASAP

Why yes, yes I have.

You have to be really quick with tying, and not freeze him to long. Took us 3 or 4 tries.

I'm aware that bee populations are low but are they somehow protected in backyards? I'm not sure if it is possible or worth saving one potential hive.

I relocated one last summer. It was in a birdhouse, mind, and relatively easy to move after buying a bee hat, putting on my rubber raincoat/pants and dish gloves, and duct-taping shut every possible seam - but they continued to thrive after being moved ~20-feet away from my patio.

It turned out to be totally unnecessary to protect myself, the bees didn't even seem to know they'd moved the following morning.

Unfortunately, finding the source of entry doesn't necessarily mean the nest is directly behind it. When I try to listen for buzzing activity on the opposite side while indoors, I can't hear anything. If I try this method, I run the risk of merely blocking this entry and having them force their way out another point that could be inside. It also says directly on the can of foam spray that it isn't to be used in nests built in holes or any sort of a void.
