That is what's tough about figuring out who is responsible for what. Ultimately, the GM is responsible. Feaster hired Weisbrod, and kept him employed.
It is just like GMs being known as 'good drafting' GMs, or 'poor drafting' GMs. Are they responsible entirely for the draft? At first, they are not as they need to figure out if he can trust his scouting department, and slowly bring in guys who he trusts as competent talent evaluators. If a GM does not do that, or brings in 'his guys' that he likes, but who do poorly, then that is on him.
So, was Feaster competent and Weisbrod the snake oil salesman? If Feaster was more competent, he would have made a different choice in the hire to start with and saw past the snake oil salesman's pitch. He should have at least started to see that - as Burke saw - Weisbrod wasn't contributing much and was nowhere to be found. Feaster kept him employed, so in this situation, I am of the opinion he was just as incompetent as Weisbrod was.
Feaster didn't need to have an eye for hockey talent. However, as a GM, he needs to have an eye for executive talent, and both hired and retained Weisbrod until they were both terminated.
