It is a shame that they require a specific number of entries rather than just enforcing a minimum. Seems a little counter productive too, as Fanduels loses their 10% cut on every person who can't get in.

Yeah, I've been trying to think of what might be their reasoning behind this. Only thing I can think of is extra people would mess up the payout structure (ie 3 of 12 could become 3 of 18, a much more top-heavy structure). Doesn't really seem like a huge deal, especially in a private pool, but what do I know?
Anyways, now that I've won the trial run, is shall become akin to the Masters par 3 curse, and I'll never come close again.

It sucks for JonDuke too, since if he tries to go to 15 or 18 or whatever next time and falls short, everyone loses out rather than just a few.

I think it's set up that way because everyone knows the "rules" when they join.. like how much they can win for finishing in what place, etc. When you are dealing with gambling money, I think they tend to err on side of caution.
For example if I joined an 18 man game and was expecting $150 as a payout for 1st but got $100 because only 12 people signed up those technically wouldn't have been the terms I agreed to when I placed my wager.
They do make it easy to export a team to a new contest though, so as long as everyone is notified with enough time to spare it's fairly easy to increase the game size and leave the initial one.

But it would be easy to implement a progressive style of payout similar to what is used for poker tournaments though.

It would, but I like to stick to smaller games. If I joined a game that had 8 when I signed up and ballooned for 40 or 50 I would probably leave it.
