I don't do veggies inside but my partner has a big metal shelf from Home Depot that she uses for starting flower seeds. Above each shelf is a 4 foot shop light (2 lights in each fixture) that she has grow bulbs in. Works like a charm and every year she has a few hundred seedlings that she has to transplant into the garden.
