Looks like 351 on Shaw is free to anyone. I've never had centre ice.
Edit: not sure if there are regional blackouts. I'm in Medicine Hat, not sure if that counts as in the region.

It's not on the actual TSN3 channel, but the TSN feed is showing on the Centre Ice channel (351 HD), and it has the TSN3 logo in the corner.
