I thought the whole purpose of busting bottom level dealers was to get them to snitch on their superiors, thus the investigation keeps moving up the ladder. Either the boss runs a really tight ship where no is gonna snitch, or the police released the information of this investigation to simply satisfy the public's desire to give the impression they are somehow making a dent in the drug trade.
Maybe these names are the ones who didn't snitch. "Either you give us something useful or we charge you". At any rate, based on the amount of marijuana I smell running along the river in the evening I don't think these arrests have helped.

I don't know but I'm guessing we don't know a 1/4 of what we think we know about the criminal element, police work and their subsequent investigations.

Either way, really bizarre.
That's certainly the laziest means of conducting an investigation. Pick up a low level guy with jail/prison experience and little to lose in terms of another charge here or there. Attempt to roll that guy up into something more through intimidation and coercion. When that guy doesn't go for it, because it's a BS charge in the first place, police give up and charge them with a whack of stuff that won't stick, where they plead out to lesser charges and terms in a few months, to be back in their old job 6 months to a year later.
Justice system gets the brunt of it in terms of public opinion, but they're just prosecuting the cases brought to them so the outrage is misplaced.
The next time Nenshi thinks out loud about reducing the police budget, they point to this and say "those man hours were justified, we laid 190 charges."

For anything but a serious charge or a first charge, by and large they aren't going to squeal anyway, which is why they are little fish and why they don't matter.

Not a day goes by where there isn't a police presence in the building.

The building has by far the most security out of any I've seen downtown. Unfortunately the location simply attracts/accommodates that demographic.

Absolutely, and I am not sure if the recent busts were related, but the police can certainly be reactionary to ongoing problems somewhere. What appears to be a waste of time to us could make a major difference for those that frequent the area.
Oh please. Charging these guys does absolutely nothing for the area long term. New dealers will come in and the old ones will be back as well. They will be lucky to get community service at the worse.

That method doesn't fly in Canada, maybe on US cop dramas but not here.

Wait... you means guys like Flash and Puckluck don't know everything about everything? They sure seem like they do and they present their opinions as significantly more than an uneducated idea.
Detective puckluck and the like haven't really presented any solutions and are merely critical of the weights seized by police. To me, the amount has no bearing on the operation. 190 charges seem to justify the operation.
Trust me, as a 10 year member of this board, the gene pool has become significantly shallow.
