You also have to take into account that only about 25% of games go to OT. Also, there are never additional goals scored in OT, where in the other periods, you can have multiple goals scored in a five minute span.

How about alternating one minute 4-3 powerplays? Sort of like football. Do that for 10 minutes, then a shoot out.
