It would probably never fly but all 14 non-playoff teams should all get an equal chance to win the lottery.
If there's absolutely zero incentive to lose games late in the season you know teams will try all out to win.
And doubt you'd see any bubble playoff team try and lose to get a lottery ticket to a top pick. Owners like the playoff revenue too much, even if it's a one and done.

Now starting at the trade deadline, take note of team's winning percentages. From that point to the end of the season, rank teams based off of how much better/worse the teams are.
So say a team like Nashville who's was a lot worse would be ranked below a team like Calgary who finished strong. This is the anti tank measure.
Rank each of the teams as above.
Add the two columns (final standings and the Anti Tank standings) together and divide by two.
That way teams that try towards the end of the year actually have a better chance than a team tries to tank, while not really discriminating against the really poor teams.

Go get'em Flames! VAN is the only team that I really don't like and that doubled when they grabbed Torts.
VAN has been very shaky, but could possibly recover and make the playoffs.
I'm counting on YOU to stomp a boot on the throat of this team and tear their heart leading to a decade of wandering in misery.
I said early in the season that CGYs goal for the season should NOT be just finishing ahead of EDM, but finishing ahead of VAN and I believe it can be done - GET IT DONE!
Bring Sven back next year... do some retooling... maybe little Johny will be ready and make a run for the playoffs leaving EDM and VAN in the dust.
