You're probably going to need to provide some context. I think we're all aware of the gerrymandering strategy in general, but not with this particular district.
edit: actually I think I get it ... I just originally thought that the district was a lake on the map haha. Yeah, that's bad.

For anyone who doesn't get it, blacks will vote 90% Democrat, so this removes them from deciding other electoral districts where the vote is split.
