He is a RFA and the leaf want to sign him to a 2 year deal for 2.6/yr or a 1 year deal for 2M. After a 1 year deal he gets arbitration rights.
I understand that Burke does not like to make RFA offers.... BUT why not offer him a 1 or 2 year deal at 3.3M (compensation is a 2nd round pick).
If Franson was on the Oilers and was coming of the season he just had they would have signed him for 6M for 6 years.
The Oilers could offer 5M for 4-6 years (compensation 1st and 3rd).... as the Oilers have no further need (or cap space) for another high round draft pick, I don't understand why they haven't done this already. If the Oilers are not positive that they will be a playoff team this year (and the First pick a mid round pick) then they should not be locking up the core of this team for 18M for 6years.
The Leafs have 1M of cap space left and an offer sheet to Franson that they have to match messes them up.

I'd be ok with giving up a second round pick for Franson, I'd do that deal if he wanted to be here. As for why the oilers haven't, well they're still going under their theory that defense doesn't win championships, small forwards who get injured all the time probably does
