According to the report, it's being recommended for refusal:

Administration recommends refusal in accordance with Option #2. Reasons for refusal:
1. Does not meet agricultural policies of the County Plan;
2. The proposed business development is not located within an identified business area in accordance with section 14.19 of the County Plan; and
3. Does not provide adequate justification to meet the business policies of the County Plan:
a. The subject land does not possess regionally unique characteristics or infrastructure suited to the development proposal in accordance with section 14.21 of the County Plan; and
b. The subject land is not limited in size, scale, intensity and scope in accordance with 14.22 of the County Plan.

It's a bit of a false start for Rockyview Motorsports as Rocky View County Council has turned down their development application for a motorsports park.
The 640 acre proposal would not only include a race course, but also a karting facility, driving training centre with municipal grid and handling course, other automotive related services and car condos.
Car condos are garages that are leased or bought by car enthusiasts as a place to store their collections in controlled environments and work on them. A home away from home.
It took ten hours of debate, but the decision to turn down the application was made unanimously by council.
Many factors were considered both for and against the park- but the bottom line leading to rejection is the proposed location.

Unfortunate. My understanding is that the Calgary Police were on board with this, as they wanted to use it as a training facility.

What a joke.
A city of one million people and no functional motorsports facility of any form.

I want a development like this to go up so badly. Such a unique development. Lots of car enthusiasts here, this could have been a Western Canadian attraction.
My guess is that it eventually gets approved, but at a much smaller / watered-down level.

I'd like to get into go-cart racing with my kid. A facility such as proposed would definitely make that a possibility.

Looks like there is a new kart track being built out by Strathmore http://www.ckrc.com/calgary-kart-racing-track.asp

Hopefully that track is up and running in 2015 and my kid and I can look into getting set up in 2016 or 2017. 1300m seems like a pretty short track though (apparently longer than what they had at Race City though.)

I really wish I was able to get into cart racing as a kid. I know I would've absolutely loved it. I love driving so, so much.
Too bad it's so bloody expensive. ROI could be pretty good though if you're kid becomes an F1 superstar

Of which there are only 20 on the planet, of which only 8 or so are paid to drive.

The more valuable return is the kid growing up with an understanding of driving, vehicle handling and spatial awareness which will put them well ahead of the average driver on the road.

Where are you getting your information? You don't "get your foot in the door" with F1.

Maldonado
Bottas
Perez
Sutil
Gutierrez
Kyvat
Kobayashi
Chilton
Ericsson
All brought significant sponsorship dollars with them in order to secure their drives. Which not coincidentally is partially the reason Magnussen lost his drive. (he couldn't get enough sponsorship dollars to tip the scales in his favors).
