The IOC and the IIHF. Last I remember is that the NHL wants the IOC to pay for player insurance.

I really don't understand why all of the media is ripping on the NHL for not issuing the schedule yet, saying the NFL, MLB and NBA are far more organised and the NHL is a circus.
Well the NFL and MLB will never be in the Olympics, so will never have to negotiate to take part, and the NBA take part in the Summer olympics, which is out of season, so none of the three have to work out a brerak into their season, as the NHL have to do.
Until the agreement is in place with the Olympics, which IS a huge circus and being in mafia run Russia is only making things worse, there is no point in releasing the schedule.
Have some patience, the season will still start in October.
